The United Kingdom and France to Deploy Military Personnel to the Country if a Peace Deal is Reached

Placeholder Diplomatic Meeting

The London and Paris have signed a declaration of intent concerning the stationing of armed personnel in the nation if a peace agreement be concluded with Russia, the UK Prime Minister, Starmer, has declared.

Subsequent to talks with Ukraine's allies in the French capital, he said that the two nations would "set up operational bases in various parts of Ukraine and erect protected structures for military hardware and equipment" to discourage any potential invasion.

The allied nations also put forward that the US would play the primary role in overseeing a halt in hostilities.

The Kremlin has on multiple occasions warned that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has so far not issued a statement on this latest development.

Background and Continuing Conflict

The Kremlin's head Vladimir Putin launched a major offensive of Ukraine in February 2022, and Russian forces at this time controls roughly 20% of Ukrainian territory.

"This is a vital part of our commitment to be alongside Ukraine for the foreseeable future," commented the UK Prime Minister.

National leaders and top officials from the "Partner Group" participated in the recent discussions.

He stated at a shared media briefing, the Prime Minister noted: "It creates the pathway for the operational parameters under which British, French, and partner forces could function on Ukraine's territory, defending Ukraine's airspace and waters, and regenerating Ukraine's defense capabilities for the time to come."

The British leader added that London would be involved in any Washington-directed confirmation of a possible ceasefire.

Security Guarantees and Negotiation Stances

Lead Washington representative Steve Witkoff said that "durable security guarantees and robust reconstruction vows are critical to a enduring ceasefire" in Ukraine – mentioning a central demand made by Ukraine.

The negotiator noted the coalition had "mostly completed" their work on agreeing such assurances "to ensure the citizens of Ukraine know that when this conflict ends, it ends for good."

Jared Kushner, US President Donald Trump's advisor, also took part in the talks.

Separately, President Macron Emmanuel Macron stated that Ukraine's supporters had made "significant progress" at the talks.

He noted that "comprehensive" safety pledges for the Ukrainian government had been settled upon in the instance of a prospective ceasefire.

Ukraine's leader Volodymyr Zelensky commented that a "major advance" had been made in Paris, but added that he would only deem efforts to be "sufficient" if they led to the end of the conflict.

Earlier, he suggested a peace deal was "90% ready". Agreeing on the remaining 10% would "shape the future of the agreement, the fate of Ukraine and Europe".

Outstanding Matters

  • Land and defense assurances have been at the heart of ongoing disputes for diplomats.
  • Putin has consistently stated that Kyiv's military must retreat from all of Ukraine's eastern Donbas region or Russia will occupy it, rejecting any concession over how to end the war.
  • Kyiv has thus far ruled out giving up any territory, but has floated the idea that Ukraine could pull back its forces to an mutually accepted point – but only if Russia does the same.

Russia currently occupies about 75% of the Donetsk region and around 99% of the neighbouring Luhansk region. The areas form the area of Donbas.

The original US-led multi-point proposal that was widely leaked to the media last year was viewed by Ukraine and its European allies as being disproportionately favorable in Russia's favor.

This sparked a period of intensive discussions – with all sides trying to adjust the document.

Last month, Kyiv submitted the US an updated 20-point plan – as well as distinct documents describing possible security guarantees and arrangements for Ukraine's reconstruction, he added.
